Abstract

This course conclusion paper seeks to address access to water, with the scope of investigating policy and management in its legal-institutional and environmental dimensions, from the perspective of water law, using the legal interpretation of water texts, historical analysis of this right and an analysis of state institutional relations. The applied methodology is called hermeneutic-systemic which allows a reliable interpretative epistemological path, in its multiple directions, focusing on scientific explanations observing the social aspects of human reality. It is observed in the treatment of the laws and normative acts of international character, as well as national and state, among other secondary normative acts as the Deliberative Minutes of the Regional Committee, that includes the Gramame River Basin, located in Paraíba State, that the Integration with the civil society sector, as well as in relation to public administration, has been moving slowly, hindering the progress of the execution of the projects outlined by the managing body. In conclusion, it is essential to understand the genesis of this water law, the possible relationships between normative and legal documents, governmental water management programs and the perception of Paraiba society about institutional innovations.
