Integração do rio São Francisco com as bacias do nordeste setentrional: uma análise legal e principiológica da questão.

Abstract

The Integration Project of the Sao Francisco River Basin with the North East stands out on the national scene because it is a work that goes beyond economic values, including important cultural, social and legal placed on the agenda and intrinsically related to the right to life, its sound quality and the right to human dignity. In this context of singular importance of the project and some of the same criticisms, the present study, using the hermeneutical methodlaw, conducts the Integration Project of the San Francisco River from the perspective of legality, consistency evaluating texts legal, considering the arguments for and against and denoting the fundamental principles of Brazilian law inherent in the work, which conclude and need for its continuity on the part of water shortage in the Northeast Northern observed that restricts fundamental rights of its people and causes serious problems arising underdevelopment. Is also essential that the development of integration follow the path of the project, licenses and other legal documents issued so that it fulfills its social and environmental function therefore becomes imperative to review the positive population and state agencies for proper implementation of work and meeting their goals.
