Abstract

The objective of this monograph is the deepening study of two methods of bidding at the auction and electronic bidding such an approach aims at the exploration of ways of bidding and its practical application in everyday public administration in General and also a brief discussion of other methods of bidding. In addition this study still has scope to electronic trading innovation that gives by inversion of the phases of enabling and analysis of proposals. This way, only the documentation of the participant who has submitted the best tender is parsed. Furthermore, the definition of the most advantageous proposal for Administration is done through price proposal and, after writing, verbal dispute through bids. After the bids, there still may be direct negotiation with the auctioneer, in order to decrease the value offered.
