Limites da despesa com pessoal na gestão pública do município de Pombal sob a ótica da lei de responsabilidade fiscal: uma análise comparativa antes e depois da aplicação da lei.

Abstract

This work has the objective of supplying a vision about the application of the complementary Law n° 101/00, also denominated Law of Fiscal Responsibility (LRF) in the municipal district of Pombal giving emphasis to the chapter IV that it's about the Public Expense, focusing the expenses with the people. The complementary law no. 101/00 objectifies the stabilization of the public bills, providing the balance between the revenues and expenses. In that sense the LRF creates a series of impositions in the limitation of public expenses, mainly about the expenses with the people's administration. The central theme from study is structured in establish a confront concerning what says the LFR and the adaptation of the expense with the people in the municipal district of Pombal, in the period from 1999 to 2006.
