Polícia e sociedade: O papel das trajetórias individuais nas práticas institucionais nas políticas de segurança pública em Alagoas.

Abstract

Under the eyes of a sociological perspective, this research has had the intent to comprehend how individuals experiences impact on institutional practices. Therefore, the Military Police of Alagoas has been the main subject of the study, along with the influence of security policies which have place in this institution all over the country. Beyond the established methods of social science, overall, this research innovates in the use of empirical data that comes from the analysis of social media and social network profiles of many of these institutions. This practice has enforced the importance of implementing such approach in future social science analysis researches. The content has been divided in four chapters which address three significant dimensions: a) historical and situational analysis of public security policies in Brazil (national and local scope); b) the process of socialization and institutional culture (professional military police graduation schools); and c) the mechanisms to control police activity. The first and the third chapter adress the evaluation of public security polices, being the first in national scope and the third in local scope. The second chapter has focused in analyzing the police officers training procedures, considering the graduation schools as the first and main environment for socializing, and the fourth chapter has examined the controlling mechanisms and institutional conflicts which surround the subject of matter. The set of empirical data, whether quantitative or qualitative data, has conducted the study to the following results: a) in Brazil, the field of public security is still being set, be it in the process of action of these institutions or in cognition elements; b) these security polices are being pushed to a turbulent environment of institutional conflict which put aside the resolution of real life problems experienced by Brazilian folks; c) professional graduation schools function as social ambience which build and destroy speeches and narratives that enforce warrior habits; d) it has occurred a significant change to the public security polices that come to act in Alagoas from the years of 2008 to 2020, which begun with a strong influence of the Federal Government and has ended in discontinuity, bringing up a new way of experimenting work relationships; and finally e) the institutions that are responsible for the control of police activity too happen to help to enforce this environment of institutional conflict.
