This study discusses the state background stressing the agrarian pattern as an interest reflection of the fund expansion into and agricultural border firmly influenced by federal politics. The plan is presented as an attempt to detach is guidance in the developing path, wichis centred on the agricultural area And the observation of the elements (role of the state as a main character in this process; agrarian structure, Agrarian Reform, technology etc) into the scope of the plan reality and its biggest goal - a supported and socially level-headed development - shows that these some sceneries can constitute points against themselves.
