Abstract

This paper is the result of a research developed within the scope of the Programa de Pós-Graduação em Ciência da Informação (Information Science Postgraduation Programme) at master degree’s level at the Universidade Federal da Paraíba. Its main theme is the concern with the inclusion of librarian professionals at Municipal Public Libraries (local political level) of Paraíba as a consequence of the national policy (national political level) of introduction and revitalization of these local institutions. Such policy is promoted in the States by acts of the Programa Livro Aberto (Open Book Programme) which is implemented by Fundação Biblioteca Nacional/Sistema Nacional de Bibliotecas Públicas do Ministério da Cultura (MinC) (National Library/National System of Public Libraries of the Ministry of Culture) in joint with the Brazilian towns. Institutionally this is an act that has so far counting on the federal government as its main supporter, since the action of the former Instituto Nacional do Livro (INL), which was at that time subordinated to the Ministry of Education, is now under the responsibility of the MinC’s agencies mentioned above. It discusses the conceptual matter concerning the general concept of Politics, public policy, and information public policy, as well as the relation of the Programa Livro Aberto to these concepts. During the research, eight towns were visited, all located in the four regions (1) of the State which are funded by the programme. The municipal secretaries of education and culture were interviewed and asked on the inclusion of professional librarians in the Municipal Public Libraries introduced by means of the programme. Three of ive hypotheses set up by the survey were conirmed. It was concluded that the public libraries from Paraíba do not possess, in its most, the librarian professional, and this exclusion is backed up by the managers’ noncompliance with the law 4.084/62, and the lack of both professionals in the countryside of Paraíba and inancial support of the towns.
