Abstract

The concept of socio-environmental governance encompasses the set of actions aimed at the efficient management of natural resources, the implementation of socio-environmental policies and agendas, and the establishment of open decision-making processes, regulation, monitoring, and control of degrading activities, through broad and effective popular participation. Considering the need for its application in the semi-arid region of Paraíba and based on the premise that the theme is directly linked to the axis of territoriality and achieves interdisciplinary functionality from its projection in the Theory of Environmental Systems and Knowledge, this thesis presents itself with the objective of developing a complex model of socio-environmental governance of the natural resources of the semi-arid region of Paraíba. To this end, the regional criterion was used as a spatial cutout of the investigated object, combined with the inductive method and the documentary research technique, developing sequentially through the following steps: 1) presentation of specialized bibliography, instrumentalizing itself through a conceptual exploration of socio-environmental governance and its correlations with the Theory of Systems and Environmental Complexity; 2) identification, analysis and evaluation of the socio-environmental governance models applied by the Paraíba Regional Development Center - CDR Paraíba, objectively evaluating the applicable governance model, by verifying its correspondence with the governance principles and practices established by the economies of the South, understanding that such parameters assist in the endogenous evaluation of the systems considered; 3) presentation and discussion of the results obtained, structured in strategic actions aimed at improving the socio-environmental governance processes in the context of the semi-arid region of Paraíba and within the scope of action of CDR Paraíba; 4) Concluding with the proposal of a pilot agenda of socio-environmental governance actions and initiatives aimed at the sustainable regional development of the natural resources of the semi arid region of Paraíba, obtaining as results: a) evaluation of the governance model used by CDR PB, b) proposal of a methodology for mobilization, articulation and awareness of the leaders involved, c) indication of learning spaces as a way of enriching and diversifying regional development targets and d) establishment of a pilot agenda with socio-environmental governance actions of the natural resources of the semi-arid region of Paraíba. the semi-arid region of Paraíba.
