Análise da autonomia dos Conselhos Municipais de Saúde e Educação do Município de Sumé - PB.

Abstract

Social Control is defined as the process of participatory participation, through demonstrations, in the definition, execution and updating of public policies, as government policies. This study investigated or Social control exered by the Municipal Council of Health and Education without Municipality of Sumé - PB, with the objective of analyzing the performance of its sense of autonomy. The subjects were considered the legal representatives of the Council, who answered a questionnaire of open and objective questions. The results can be applied and identified as some frailties and dilemmas that may compromise the achievement of this collegiate in the municipality. The positions, knowledge and action of the consorts are distinct throughout their relations with the different social segments within the collegiate. The clarification of differences can contribute to their effectiveness in improving effective participation. To this end, we will defend a policy of permanent education in the Councils, as frequently as the rotation of its composition. Without training and information there is no power of action. Knowledge is part of power in the social field, and should be a basis for action in Health Councils. At the same time, it seems necessary that the Councils strengthen their ties with a population, so that a popular representation they provide is not a mere utopia.
