Incentivos da SUDENE no Nordeste: sua articulação com a economia do Rio Grande do Norte no período 1964/1989.

Abstract

This study focuses upon the relationship that can be established between the profile of investments supported, predominantly, by SUDENE in Rio Grande do Norte, from 1964 to 1989, and the dynamics of the local and regional economy. For this purpose the study investigates and analyzes the role undertaken by the State, specifically through the "34-18/FINOR System", in the development and growth process experienced in the industrial sector by the Potiguar economy during the decades '60, 70 and '80. Initially, a diagnosis, elaborated by the GTDN, its Plan of Action and respective incentives legislation, of the regional disparity against the Northeast is pointed out; being presented, subsequently, the spatial and sectoral distributions of financial incentives in the Northeast (1980 to 1989) and in Rio Grande do Norte (1964 to 1989); these last incentives in their articulation with the local economy, by way of observation of the origins of raw materils useful to the sector (demand), as well as the preponderant destination of the products offered by the industries that located in "Greater Natal" (offer) from 1992 to 1993. As a result of the research, it is found that the intended "locational and sectoral equity", the idealized justification of the public sector incentives at the time, did not bring about the intended effects, being that states such as Rio Grande do Norte maintained only a marginal position with respect to capturing resources. However, is was concluded that the undertaken intervention, associated with complementary actions (Federal and State) was absolutely essential to the recent development of the Potiguar economy, even though reformulated in this subspace of accumulation the characteristics of wealth and productive concentration, selectivity and social exclusion, results and conformities of the process.
