Licitações sustentáveis: Análise acerca dos critérios de sustentabilidade nas contratações públicas realizadas no Município de Monteiro - PB.

Abstract

Along the last years, several organs see preparing directions in the direction of promoting the inclusion of criteria of sustainability in his public employment. In function of this reality, the criteria identifications of sustainability in the public employment present to themselves socioenvironmental as a possibility of promotion of the sustainable development through the proposition of a new public politics at national level. In this context, the criteria identification it’s done necessary of sustainability compatible with the municipal reality, as well as the preparation of instruments of direction that direct the contractions when a bigger development is aiming for local level of sustainable form. So the present article has like general objective analyses the existence of criteria of sustainability in the public biddings conducted by auctions carried out by the city government of Monteiro – PB, in the year of 2016. And like specific objectives, they have been: To identify the legislation that treats the necessity of if the sustainable employment proceeds; to demonstrate the importance of be inserting in the public employment, criteria that make possible the local development of sustainable form; and to suggest improvements to be observed in the preparation of the terms of reference, as well as the Edicts of the auctions carried out by the city government of Monteiro. Methodologically, this study is classified how - exploratory, of qualitative and quantitative nature, through a case study, with bibliographical and documentary analysis, using in the city of Monteiro – PB and his public employment in the year of 2016. Being so happened what there are no criteria of sustainability credible with the demands of the laws, which provokes few impacts in the sustainable development.
