Gerenciamento do índice de gestão descentralizada (IGD) sob a perspectiva do programa bolsa família (PBF) - IGD/PBF, no município de sumé/PB.

Abstract

The Bolsa Família Decentralized Management Index aims to monitor and evaluate the management of the PBF. Thus, this work has as general objective to understand the management of the IGF / PBF in the municipality of Sumé / PB, and as specific objectives: Verify compliance with the legal determinations imposed by the Program, the municipality; Understand what are the biggest challenges and limits encountered by the management of the PBF to carry out the IGD and fulfill the conditionalities of the Program; Identify which actions are developed by the management that guarantee compliance with the conditionalities linked to the IGF / PBF, as well as, Check which are the criteria used by the management to comply with the conditionalities and maintain the PBF functionality in Sumé / PB. Regarding the methodology, the research was based on the bibliographical and documental review, with a qualitative approach, a descriptive exploratory study, through a case study developed in the sector of operation of the PBF. As a result, it is assumed that the Municipality of Sumé complies with the legal determinations imposed by the GMP, managed correctly. The variables evidenced that, the management of the PBF needs to broaden its actions and be subsidized not primarily in the operationalization and execution of data in the systems, but in the development of the Program in a manner shared with Health, Education and Social Assistance, as well as with the beneficiary , For compliance with conditionalities and development of the PBF. It is concluded that, with the expansion and improvement of the management and decentralization of the actions of the PBF, there will be a greater possibility of reaching the rates required by the MDSA, greater amounts of financial onlendings, and consequently, greater development of the Program.
