A governança regional em turismo no município do Conde-PB: uma análise do seu processo de implantação e contribuições para a sustentabilidade.

Abstract

The governance in the Brazilian public administration becomes important, because it can contribute to the best acting of the organizations and consequently for a society fairer, responsible and transparent. In this work the Process of Operationalization of the Instance of Regional Governance is emphasized in the Municipal district of Conde - PB. The general objective consists of analyzing the forms of adoption of the process of Regional Governance, in what they refer their contributions for the generation of the Maintainable Local Development starting from the tourist activities developed in the Municipal district. The method of case study was used by the most appropriate to be considered. The study delimited to analyze the first three stages of the Program of Regionalization of the Tourism - Itineraries of Brazil that understand: Sensitization, Mobilization and the Process of Operationalization of the Instance of Regional Governance. The themes and dimensions of the Process of Operationalization of the Instance of Regional Governance, used in the methodology of the research emphasize the stages of Sensitization, Mobilization and the Process of Operationalization of the Instance of Regional Governance. The application of this methodology allowed to know how they are being implemented to the practices and processes, as well as to know the explanations concerning their Real difficulty and particularities. The conclusions pointed that the municipal district presents great tourist potential and has great potential to transform in an of the largest destinies at level regional, federal and international. For such an end it is recommended that: events in a more frequent way be accomplished to retake the discussions concerning the Process of Operationalization of the Regional Instance in Tourism; the compromising be strengthened with the several actors that are already involved in the process and to look for new actors and institutional partners; permanent strategies be always developed taking as base the Program of Regionalization of the Tourism - Itineraries of Brazil through practices and beginnings in way transparent, democratic and participative; the planning stages be accomplished, attendance, monitory and evaluation of the operational strategies, always presenting their results and needs of adjustments; and finally that is presented in a transparent way the use of the financial resources, always looking for to optimize use exclusively in benefit of the Program.
