Um olhar sobre a política externa de imigração da União Européia: alegorias do caos em um projeto estratégico do velho mundo.

Abstract

This paper aims to address the issue of immigration according to the European Union, having as sources the Treaties establishing the European Union, from 1951 to 2007. Allegorically we are based on Chaos theory, especially on the classic image of butterfly flutter . As a theoretical framework we will use Certeau (1998) to extract from him the concepts of strategy and tactics as part of the practices of those who interact in this new world, after the end of the Capitalism / Communism polarization. We will also appropriate Latour's (1997) concept of symmetry between opposing things. Zizek's analyzes (2012, 2015) will provide us with a basis for understanding the challenges posed in a world without “communism,” crumbling under US rule. The first chapter will discuss the great migratory movements in history, starting with Imperialism, as well as discussing the ideological assumptions of capitalist society that led to the creation of the supranational entity. In the second chapter, I will present the Treaties, as well as analyze the construction of his discourse around the issue of immigration, considering the historical context of their elaboration. Finally, I intend to discuss about the recent immigration crisis in Europe, which began in 2011, seeking to understand the motivations that lead refugees and immigrants to leave their territory of belonging, and the possible reflections of the foreign policy of the European Union on this context.
