dc.description.resumoEste trabalho parte da premissa de que a democracia liberal, com seus arranjos, sua representatividade e suas dinâmicas institucionais é um instrumento de reprodução do programa econômico neoliberal. Partindo disso, buscamos articular uma ideia de política para além das possibilidades da democracia liberal. Trataremos do fenômeno da reafirmação do neoliberalismo após a crise capitalista de 2008, e seu desdobramento no marco da democracia liberal, com a ascensão da direita política na América Latina, e a aprovação ainda mais incisiva de medidas neoliberais, a exemplo dos ajustes fiscais e da precarização das relações de trabalho. Protestos de rua, eventos de manifestação de massas contrárias às formas democráticas excludentes e ao capitalismo hegemônico e práticas de violência subjetiva como atos políticos são debatidos nesta pesquisa, a partir de pensadores como Slavoj Zizek, tentando enxergar se expressam a ideia, contida no pensamento de Vladimir Safatle, de que o afeto político central da atualidade é o desamparo. Lançamos mão da noção, presente na obra do filósofo Alain Badiou, de que a política é, essencialmente, a realização do impossível. Que, nesse sentido, o que se coloca é a necessidade de superação da dimensão individual e a afirmação da coletividade para as ações políticas emancipatórias. Conjuntamente a essa noção, buscamos desenvolver que os arranjos institucionais democráticos-liberais esvaziam as possibilidades efetivas de participação política, e que as práticas da representatividade democrática não guardam relação com o que, propriamente, venha a ser política. Exige, então, que compreendamos a política como aquilo que foge à institucionalidade posta. Para trabalhar a reafirmação do neoliberalismo após a crise capitalista de 2008, tomamos como referência os entendimentos de Perry Anderson e Friedrich Hayek. Inevitavelmente, o presente trabalho constitui-se na tentativa de abordar criticamente a teoria política liberal, que tem como defensores autores como Norberto Bobbio, Joseph Schumpeter e Robert Dahl, bem como elaborar criticamente temas-chave dessa teoria: racionalidade instrumental, democracia mínima e elitismo. Ao final – para que possamos apresentar um recorte de espaço -, debateremos o fenômeno da reafirmação do neoliberalismo por meio dos instrumentos democráticos-liberais no Brasil, tratando das jornadas de Junho de 2013, do golpe parlamentar contra o governo de Dilma Rousseff, da atuação da “Operação Lava-Jato” e da eleição do ultradireitista Jair Bolsonaro. Os eventos anteriores, pela perspectiva adotada neste trabalho, não se deram de maneira isolada e expressam, conjuntamente, ações orquestradas do capitalismo global hegemônico, após a sua crise orgânica, e os desdobramentos do consenso liberal-democrático no país.pt_BR

dc.description.abstractThis work starts from the premise that liberal democracy, with its arrangements, its representativeness and its institutional dynamics is an instrument of reproduction of the neoliberal economic program. From this, we seek to articulate an idea of politics beyond the possibilities of liberal democracy. We will deal with the phenomenon of the reaffirmation of neoliberalism after the capitalist crisis of 2008, and its unfolding within the framework of liberal democracy, with the rise of the political right in Latin America, and the even more incisive approval of neoliberal measures. , such as fiscal adjustments and precarious labor relations. Street protests, mass demonstration events contrary to exclusionary democratic forms and hegemonic capitalism and practices of subjective violence as political acts are debated in this research, from thinkers like Slavoj Zizek, trying to see if they express the idea contained in the thought of Vladimir Safatle, of whom the central political affect of today is helplessness. We use the notion, present in the work of philosopher Alain Badiou, that politics is essentially the realization of the impossible. That, in this sense, what arises is the need to overcome the individual dimension and the affirmation of the collectivity for emancipatory political actions. Together with this notion, we seek to develop that liberal-democratic institutional arrangements empty the effective possibilities of political participation, and that the practices of democratic representation are unrelated to what, properly, becomes political. It requires, then, that we understand politics as something that is beyond the institutionality posed. To work on the reaffirmation of neoliberalism after the capitalist crisis of 2008, we refer to the understandings of Perry Anderson and Friedrich Hayek. Inevitably, the present work constitutes an attempt to critically elaborate liberal political theory, whose authors are authors such as Norberto Bobbio, Joseph Schumpeter and Robert Dahl, as well as critically elaborate key themes of this theory: instrumental rationality, minimal democracy and elitism. At the end - so that we can present a space cut - we will discuss the phenomenon of the reaffirmation of neoliberalism through the liberal-democratic instruments in Brazil, dealing with the June 2013 days, the parliamentary coup against Dilma Rousseff's government, the acting “Operação Lava-Jato” and the election of ultra-right-wing Jair Bolsonaro. The previous events, from the perspective adopted in this paper, did not occur in isolation and jointly express the orchestrated actions of hegemonic global capitalism following its organic crisis and the unfolding of the liberal-democratic consensus in the country.pt_BR
