Aplicabilidade da agenda ambiental na administração pública-a3p no município de Lagoa de Dentro/PB.

Abstract

The Public Administration practises relevant position in the promotion of the environmental sustainability, once being responsible for the preparation of public policies that secure the balance of the environment for the current and future generations, besides being a great consumer of natural resources, must act in the efficient form in the normatization and inspection of actions that direct the responsible consumption in the public extent and the compromising with the environmental questions. In this sense, the Environmental Diary was created in the Public Administration - A3P, what aims to stimulate the public guides to incorporate beginnings and criteria of environmental management in his activities of the daily life, focusing in the change of behavior, which takes the expenses reduction as a consequence. In this form, it aimed to identify practices of environmental management carried out in the Town hall of the local authority of Lagoa de Dentro/PB, when Environmental Diary is based on the model of management of the Program in the Public Administration - A3P. The inquiry was ruled in the methods deductively and case study. The investigation process happened in the June period of 2018 to February of 2019, from informations contained in legal documents, official statistics, testifying report of the wrapped ones and personal vision of the reality survived by the institution. It was possible to note, in spite of it resulting from the inquiry, that the A3P is an important tool to promote the reflection on the environmental problems in all the spheres of the Public Administration. Meantime, public policies, programs and knowledge are still lacking as to the central questions on sustainable consumption and production. In this way, happened what the local authority of Lagoa de Dentro/PB does not develop and it stimulates still in the satisfactory form the politics of 5R's, as soon as it needs to promote better the rational use of the natural resources and public goods, carrying out to reduce it, to rethink and to refuse, as well as it will carry out the appropriate management of the produced residues, without being possible to observe effective presence of the R's to re-use and to recycle. Already regarding six axles proposed it shears A3P, it was seen that the town hall did not carry out integrally any of them, when there are the rational use of the natural resources and public goods, the appropriate management of residues and the sensibility and capacity of the servants in implementation phase; while the axles of the quality of life in the environment of work, sustainable auctions and constructions, reforms and sustainable enlargements still did not even begin his implementation. Attribute this lack to him to the fact that the Institution stuck formally to the A3P it has little more than a year, being thought a short time space for bigger results in practices of the Diary. The relation of the A3P with the practices of sustainability effectuated in the Town hall of Lagoa de Dentro/PB was not, so, made real in the integral form, when the Diary is in implementation process.
