Resumen:
Recent signs of growth of public intervention in the northeastern rural area raise concerns about the outcome of its action on the populations involved in the process; especially in the face of little positive evidence. The experience of settlement by the state on the irrigated perimeter of Mandacaru is one of the few moments in which there is an indisputable improvement in living conditions and growth in production and income of the benefited populations; traditional objectives stated in intervention programs. This one This paper aims to demonstrate that in public irrigation projects, the State, when successful in its goals, will possibly establish small capitalized producers in the field; contrary to what has generally been identified by many scholars. With this objective, we study the relations of production experienced by the so-called target public: in this case, the settlers of Mandacaru.
