Résumé:
The study investigated the exploitation of underground water re
sources in Pombal Municipality, as
well as the negative consequences of this abstraction, when performed without observing the
technical and normative specifications. Based on the hypothesis that the lack of supervision, as well
as the scarcity of surface water, made the population and the productive sector to look even further
for this type of resource, we sought to highlight the role of the Public Prosecutor, who is a legal
inspector, to act in the protection of the environment and to demonstrate the comp etence of this
body to act as an inducer in the articulation of the public agencies involved, in order to adopt a
pedagogical stance on the detected problems and to stop the environmental irregularities. To this
end, the research argued that the conduct ad justment term is an effective extrajudicial legal tool to
correct the environmental offense and found that it can be used by the prosecutor for such purpose.
The study limited the object of study to the Municipality of Pombal / PB by the size of the territ orial
extension, used the documentary method to study the environmental norms and legal procedures
related to groundwater abstraction and used explanatory research, with the purpose of identifying
the factors responsible for the social phenomenon. As a fin al product, the study presented a model
of conduct adjustment agreement to be sent to the Pombal Prosecutor's Office for environmental
protection.
