Resumen:
Rethinking the practices of use, reuse and re-exploration of the natural resources
have been one of the main guidelines for sustainable development, with a view to
protecting the environment. The rethinking aims for everyone’s responsibility in
relation to the health of the planet, regardless of, we emphasize, in this research, the
crucial function of public authority against this task, for commanding public policies
and having the power to create mechanisms to influence the behavior of individuals
and another actors and, in this way, promote environmental quality. We still stand
out, here, the relevance of A3P to promote sustainable development, especially, in
relation to the bidding procedures carried out by public authorities, for interest oneself
in adjust government behavior to the constitutional precepts on shared environmental
responsibility, which is a task of all segments of society, of the public and productive
sectors. The present research seeks to deliver to the public administrator a guide for
conducting sustainable biddings, where you can search the efficiency of public
spending concomitantly with the sustainability guidelines which it is now widely
spread and encouraged to be applied in all social spheres, in order to ensure a
healthy and balanced environment for next generations.
