Resumen:
Participatory Budgeting (OP) is a state and municipal government instrument of inclusive democracy that allows citizens to suggest priorities for the allocation of budget resources. In Paraíba the State Democratic Budget (ODE) began to be used in 2011 generating a break in the logic of purely representative and unilateral democracy, allowing the realization of popular participation. Within this context, the present work aimed to analyze the effectiveness of Participatory Budgeting in the allocation of public resources in the state of Paraíba. In methodological terms, the work materialized as explanatory for the research objective; as bibliographic and documentary regarding the procedures for data collection; and both qualitative and quantitative as to how to approach and respond to the problem. It is noteworthy that the data used came exclusively from formal sources, such as the electronic portals of the state of Paraíba. As a result, chronologically demonstrated growth in popular participation between 2011-2017 and a targeting of priorities by public actions aimed at education, health and water supply. As an implication, there was an increase in the shared agreement of works, services and actions according to claims from the population.
