Civil construction still suffers from the lack of planning and control of its works, specifically in small and medium-sized works where the control of the deadlines of activities is done informally. This is an industry challenge that has been seeking to effectively introduce a programming system within companies. Thus, the present work aims to propose a planning and control model that can be used for small and medium size companies. The research method used was action research, carried out in a medium-sized public work in the city of Pombal-PB. The planning was subdivided into long, medium and short term hierarchical levels, in order to increase the control of the activity deadlines. There were challenges in the implementation of the model because it was implemented with the work in progress. Even with variation in the PPC results, the average value was equal to 79.56%, indicating that the programming was effective. The use of the programming performance indicator, allowed a better perception regarding the control of services, besides facilitating the visualization of the main causes that prevented the accomplishment of the goals. From the analysis of the generated indicators it is possible to observe a variation between the planning and the execution in practice. However, it is a process with continuous improvement, because it is a methodology that involves a cultural change of the company.
