Resumo:
This research work objectified to evaluate the water availability in the municipalities of
Serra Branca and Coxixola in the scenario drought/land degradation/desertification,
started from the study of the water, social, economic and technological vulnerabilities
by means of the accomplishment of a comparative study in the risk management
involving these municipalities located in the Cariri Paraibano and the municipality of
Mirandela, situated in the north of Portugal. Based on the socioeconomic and
environmental diagnosis of the studies areas was possible to identify the risks factors
associated to the poverty situation of the agricultural populations in the Brazilian
northeast, generating subsidies to the risk management to disasters in the region.
The population has revealed highly dependency of the public power, and in its turn, it
has been inefficacious in the resolution of the problems that afflict the local
communities. A dynamics of identification of the vulnerability of the agricultural
families was developed and its results had indicated a High Global Vulnerability that
defines a very serious social, economic and technological fragility, as well for
adaptation to the conditions of the environment where they live - reflex of the lack of
specific public polices. By means of the comparison of the adopted public polices in
the two different countries the drought problem is not so only meteorological how the
politician system wants to evidence, but it is a picture of the assistancealist public
polices and emergences actions that characterize for benefiting only one small part of
the population. The difference between the public polices "assistencialistas" is that in
Portugal the Government demands the counterpart through the production (would be
an subsidy form) and in Brazil it does not have counterpart.
