Resumen:
The work is based on the premise that basic sanitation is an essential service for people's health and for achieving a balanced environment. It is the duty of the public administration to make efforts to satisfy this right to the population, especially the economically vulnerable population. Thus, the objective was to examine the effective adequacy of municipal legislation to the National System of Basic Sanitation, justifying the study to verify the compatibility of the municipal norm with the federal norm, as well as the effectiveness of sanitation services provided by the studied municipality. The methodology was used in the approach phase the deductive method, the exploratory theoretical research and the procedure made use of the bibliographic and documentary method. The technique of bibliographic research was used through the collection of the theoretical framework in articles, scientific journals, doctrines, reports, laws. After analyzing the research, some deficiencies were found, such as: the lack of sewage waste treatment; the absence of a Regulatory Agency; and most importantly the absence of a Municipal Basic Sanitation Plan. From this it is found that it is urgent for the studied municipality to create the Basic Sanitation Plan in order to equip the administration for more strenuous actions within the need to prevent damage to the environment, and the health of people
