Resumo:
This Course Completion Work has as objective to analyze the limits and advances of the Plan of Restructuring and Expansion of the Federal Universities – REUNI, in the particularity of the Federal University of Campina Grande in the city of Pombal, in the backlands of Paraíba, in the perception of teachers, managers (current and former) and administrative technicians of the Centro de Ciências e Tecnologia Agroalimentar-CCTA. In order to do so, it contemplates three specific objectives: to reflect the influence of the international organisms for elaboration and effectiveness of the Meeting; to analyze the process of interiorization of public universities in the particularity of the backlands of Paraíba; and analyze how Reuni impacts on the tripod of teaching, research and extension in reality of the CCTA / Pombal. The study undertaken in this research initially addresses the implementation of university expansionist policies by the state from the 1960s when education policy, in particular higher education has presented as a central mechanism the reduction of poverty in peripheral countries, repercussions on curricular reforms linked to the guidelines of international organizations, in which this movement gained prominence in the XXI century with the so-called democratization of access to higher education by PROUNI, FIES and REUNI, which is the object of this work. In this sense, the theme arose from the reflections undertaken and experienced in the field of Social Service training in the area of student assistance, in reality the CCTA campus. The research was essentially qualitative in nature and the collection of data was done through a semi-structured interview, in which the research subjects corresponded to eight service providers of the higher education institution. Sampling of this study is of a non-probabilistic, character of the intentional type, applied to the subjects involved. The analysis of the data was performed using the technique of content analysis of speech. The method of analysis developed in the study was guided by Marx's critical social theory, understanding that the dialectical method makes it possible to understand and analyze reality in its totality and dynamics, in its singularity, particularity and universality, and not outside this contradictory reality. The results of the research show the visible linkage of state decisions to the needs of the world and national market, however, this period has undoubtedly made it possible for the working class to have access to higher education in "forgotten" regions of the country. Thus, it is necessary to analyze and rethink the forms of expansion and internalization that began from the years of 2007, contributing with more studies about this process in Brazil, in view of the reduced debates about the REUNI in front of the interfaces to which this program was permeated by contradictions and possibilities of popular higher education.
