Resumen:
Due to deficits of water supply in the Brazilian Semiarid (BSA) region, rural
communities will need organizational and structural adjustments to alleviate their
current vulnerability. Among these, there are the rainwater harvesting promoted
today by programs for the construction of cisterns over the Brazilian Semiarid.
Although these programs aim at better coexistence between society and the region,
some actions associated to water supply and promoted by public policies are
disarticulated, triggering actions that, with some minimum management, could be
more efficient. In this context, the present study conducts an analysis of policy issues
and programs related to these actions, using as case study the situation of the rural
communities' vulnerability in the Sao Joao do Cariri-PB and governmental actions
promoted for the construction water cisterns and their management As a result,
recommendations are proposed to improve legal processes. The study has shown
that the inefficiency of the legal processes are mainly caused by legal problems
concerning the use of cisterns. According to recommendations, government
programs which involve the use of cisterns could be better implemented.
