The emphasis in the field of public governance has achieved notoriety for being a management model that aims at the efficiency, effectiveness and responsibility of political systems. Using one of the axes of public governance, democratic governance and popular participation, the general objective of this study, seeks to understand social participation, as a practice of public governance and its relations with local development in the municipality of Monteiro-PB; and as specific objectives: to identify the public governance actions in the investigated locus, specifically those that involve social participation; Describe the empirical results inherent to public governance practices; Relate these results to the postulates of local development. In this sense, this research seeks to answer the following question: How social participation as one of the axes of governance promotes improvements for local development. In this article, we expose and analyze the experience of local development in the municipality of Monteiro, Paraíba, Brazil, looking for practices and programs that make it possible to expose the results and their relationship with local development in a contextual and empirical way. Thus, a study of the social participation program was carried out: dialoguing with the people. It is intended to understand and analyze local development and, at the same time, to ponder and measure social reality. It is concluded, therefore, that any action that focuses on social participation in decision-making processes, contributes significantly to local development, based on social capital.
