Modern states face the challenges in modernizing and improving public management in order to better serve citizens and to provide higher quality services. In Brazil, a country with a history marked by cronyism, bureaucracy and patronage in public administration, from 1995 with the introduction of the Master Plan for State Reform - PDRAE, tried to improve public management through the use of management principles administration, not only at the federal level but at the state level, several experiments have since been reproduced in an attempt to improve the management of the federation states. In this work the governance practices of the states of Goiás and Pernambuco are analyzed in light of the principles of Management Public Administration, through desk research, practices were identified this government associated with the principles of Management Public Administration. The survey was conducted from June to September 2016 and showed that despite the contradictions and conflicts these governments tried to implement public policies and practices that are identified with the principles of Management Public Administration. The survey results confirm the use of the guidelines of that model of public management in strategic government policies and actions, which blunts the perception of improvements in the state of the service provider apparatus, and the quality of service the demands of citizens.
