Resumen:
In the perspective to foster development alternatives for rural areas, the public policies appear committed with the farmer, incorporating social and political concerns, fundamental to human life. The processes of policy formulation and the participation of different actors involved in them are rough, but the organized civil society is confirming to there is a realization of technologies and equipment that respect the specialty of each locality, facilitating thereby, the living together with the semiarid, and in special when referring to the capture and use of water resources. The study presented aims to demonstrate how the realization of social technologies occurs, analyzing the impacts of public policies P1MC and P1+2 in the municipality Pombal – PB, through the changes in society, landscape and culture of the beneficiary with certain social enterprises located in this region. Thus, the methodological procedure was based in the worry of carry research out about the rural development in the municipality of Pombal–PB, analyzing if implantation of social technologies in the communities were result of the articulation among residents, entities and government. Thus, it was found that in the municipality there is a strong insert government’s programs the federal level elaborate , essentially, from a nongovernmental organization with goal relieve the social problematic of the rural environment, especially, those focused on water resources, seeking convincing alternatives for man of the field. In case of Pombal – PB must stress the involvement of the Articulation of Brazilian Semiarid (ASA). Therefore, based in the field research, the public policies in the rural environment in Pombal – PB, are in direction to capture and storage of rain’s water and, they are made through the culture of active policy, of the new social actors and of the strength of civil society, contributing to improve the life’s quality of the families in region, strengthening the policy of the rural tenable development.
