The issue of consolidation of rural settlements has been going on in politicians and academics that focus on the Brazilian agrarian restructuring debates, highlighting the difficulty of family farmers fall within the market and access to technology, and hence the barriers to income generation. However, assessment of access and use of areas of legal reserve and permanent preservation and its relationship with the local productive activities are forgotten. The objective of this study was to analyze the access and use of areas of legal reserve and permanent preservation of rural settlements Jacu, created by INCRA and St. John II, implemented by the agricultural credit; located in the municipality of Pombal (PB). In this sense, the environmental practices of settlers and their dialogues with government agencies responsible for environmental monitoring, assessing the role and activities of these bodies in the protection of these areas were observed. The results showed that public bodies, together with the State, do not perform effective work against the environmental issues as well as being observed the importance of inserting procedures that guide and govern the use and exploitation of natural resources in rural settlements.
