The primary mission of the Public Administration is the efficient management of public resources, so that they can contemplate the real aspirations of society. However, shady interests, unrelated to the public interest, are capable of distorting genuine administrative practice, directing public management to the achievement of goals unconnected with social welfare. The incorporation of governance principles from the private sector into the public sphere is a propitious tool for confronting and mitigating conflicts of interest between public managers and society, thus giving greater participation in administrative decisions. The main objective of this research was to verify the levels of active transparency of the public management of the municipalities that compose the Metropolitan Region of Sousa / PB, through the analysis of their electronic portals, especially with regard to compliance with the requirements of Federal Law no. 12,527 / 2011 - Law on Access to Public Information and Complementary Law No. 131/2009 - Public Transparency Law, which provides for real-time availability of detailed information on the budgetary and financial execution of public bodies and entities . The results showed considerable variability in relation to the levels of active transparency observed in the analyzed municipalities. The city of São Francisco, for example, was the one that presented the best results, obtaining 68.76% of adequacy to the law. On the other hand, the municipalities of Lastro, Marizópolis and Nazarezinho met only 28.14% of the legal requirements, thus being the last ones placed in the survey. Therefore, it was verified that none of the municipalities analyzed fully comply with the legislation pertinent to the transparency of public administration acts. The general average of active transparency observed was only 44.14%, demonstrating that there are still many aspects to be improved,especially in relation to the municipalities that presented the worst rates. Finally, the results endorse the increasing need for a more efficient Public Administration and close to the citizen, by disseminating information of interest to society, to this by providing subsidies to the effective exercise of control and oversight of administrative acts, thus, the expansion and consolidation of the culture of transparency, definitively breaking with the impractical culture of administrative secrecy.
