Résumé:
Public security, on a daily basis, is one of the subjects that draws the most attention in Brazil. The growing wave of insecurity that plagues the country requires the State to take a determined stance in fighting crime, which happens through public policies, a fact that has attracted the attention of researchers. The objective of this study is to assess the outcome of the public security policy in force in the state of Paraíba from 2011, in the historical series from 2008 to 2019, analyzing the dynamics of homicidal violence. The research is divided into at least 4 general parts: the first introduces and contextualizes the interlocutor on the issue of violence and gives the methodological guidelines; the second invigorates the role of the State in relation to social demands, in the construction of public policies, their functioning, phases and subsystems; the third, points out the procedural guidelines / norms of Program Paraíba Unida por Paz, taking into account the laws, proposals, operations and objectives of the actions and the role of policies on public security in controlling crime; and the fourth emphasizes, through empirical data, the performance exerted by the program, in the sense of positively impacting the violent scenario. For this, the quantitative method with theoretical and empirical analysis with scientific treatment of an exploratory and explanatory nature was used, using both descriptive and inferential statistics, with secondary data available on official digital platforms. The main findings of the study indicate a gradual reduction in homicide records in the state, in a model of before and after / during public policy; a drawn profile of crime; the low impact of increased public spending on security and seizure of firearms in the incidence of violent crime; and the interesting relationship between the apprehension of homicides and the reduction of violence in the State.
