Abstract:
Sustainable Public Procurement can be defined as the process of integrating environmental, social and economic aspects into public procurement and procurement. In Brazil, the General Law on Bids and Contracts 8,666 / 93 guides the process of purchase, contracting of services and works at the State, Federal and Municipal levels. This law states that public procurement should contribute to the promotion of sustainable national development. Despite having a legal framework that supports this practice, the Brazilian Public Administration still lacks instruments that enable this practice. In order to contribute to this process, this paper proposes a multicriteria decision support approach for selecting sustainable suppliers in sustainable public procurement. In the first phase of the work, a study was made of the legal support of sustainable public procurement in Brazil, contemplating the normative and legal instruments that regulate the process in the country, at the Federal level. From a normative instruction prepared by the Secretariat of Logistics and Information Technology of the Ministry of Planning, Budget and Management, it was proposed a set of five criteria for the acquisition of goods and six criteria for hiring cleaning services. In the second phase, a survey was made in the specialized decision-making literature, based on multicriteria methods, to support
sustainable supplier selection processes. In the last phase, the decision model, based on the PROMETHEE II non-compensatory multicriteria method, was proposed. This model has been integrated into the bidding process and follows the constitutional and basic principles regulated by law. The model ensures that the vendor chosen is the one with the best average performance considering all the criteria being considered. The use of the model in real practical situations runs into legal procedures, but its proposition can stimulate the discussion about the importance of having formal mechanisms to support bids in Brazil and, above all, the importance of evaluating purchases considering a multicriteria approach. not just the price as in most bids.
