Abstract:
This monograph is the result of a field research carried out in the city of José da
Penha-RN, around the issue of the accountability of women holders of the Bolsa
Família Program and the ideological discourse raised in the PBF, about the
possible financial autonomy of women, after the receipt of the monetary transfer.
We start from the premise that the ownership of the PBF - although positive, since it
allows income for the beneficiaries - ends up corroborating the ratification of a logic
that overloads the women who are holders, reinforcing a naturalization of women in
private spaces, especially regarding caring for children and the home. We also
understand that the PBF is not a mechanism capable of providing financial
autonomy, considering that the monetary transfer is negligible in order to provide
improvements in the families' financial expansion frameworks. This monograph
aims to: Analyze the gender relations present in the Bolsa Família Program with
regard to female ownership, and as specific objectives: to understand the family
and its role in contemporary society. To apprehend the present contours formed by
the Social Welfare services and the gender relations and To find out from the
beneficiaries of the PBF the changes caused in their living conditions by the
program. For this, we carried out a bibliographic study, referring to the Brazilian
families and their functionality, as well as the protection of the State in relation to
them; on the main theoretical categories that solidified the defense of the cited
presupposition, such as: Gender, Patriarchy, Sex Division of Labor and Social
Relations of Sex. In order to base our study and consolidate our research, we will
carry out a field research with the beneficiary women who are part of the
Coexistence and Strengthening of the Service of the Social Assistance Referral
Center (CRAS) of the City of José da Penha. Recorded and semi-structured
interviews were carried out with the purpose of gathering the "findings" of the
research. Thus, we can understand that the female ownership of the PBF and its
full responsibility for the PBF have a direct influence on the social relations between
the sexes, which place women as the manager of domestic activities and care for
the family, reproducing this presupposition not only for the private field, however,
for all aspects of social life, including for social policies and programs
