Resumo:
The course completion work seeks to understand the challenges of networking the
Guardianship Council to defend the rights of children and adolescents. It addresses
the challenges facing the child and adolescent's policy to materialize access to rights,
especially regarding intersectorality and articulated work between the institutions that
work to defend children and adolescents. As well as, it seeks to analyze the creation
of the TC and its attributions, discuss the contextual and typological aspects of
networks, intersectoriality, and how their conceptions are incorporated to guarantee
the rights of children and adolescents. Pointing out how the network intervention and
the intersectoriality from the TC in the municipality of Sousa. The research includes
bibliographical and field research. The five counselors (as) guardians were the
subjects of the survey. In this study, the particularities of conceptions about the
concept of child and adolescent are revealed in light of the Statute of the Child and
Adolescents (ECA), the role of a guardian counselor for protection of children and
adolescents, the understanding of work and the difficulties posed to this work by the
safety net. Although there are contradictions and limits placed in the reality of the
Tutelary Councils, there is a protection to children and adolescents that is articulated
with the legalistic directives of the ECA. One of the challenges was disarticulation
among the institutions in the area of networking. Therefore, the Guardianship Council
has its importance for the defense and guarantee of children's rights, but it deserves
more attention from the public authorities in order to promote more effective actions
among intersectoral work
