Abstract:
The Guardianship Council is a body that stands as one of the main instruments in the
implementation of the rights of children and adolescents in the context of dismantling
social rights. Therefore, this study aims to analyze how the work of counselors in the
municipality of Marizópolis-PB is developing, seeking to understand the process of
socio-historical constitution of the rights of Brazilian children and adolescents,
discussing the actions / attributions of this same body, as established in the ECA,
and reflecting on the working conditions of these professionals. For this, we use the
critical-dialectical method since it enables the researcher to extract from its object its
multiple determinations, beyond the phenomenal aspects, providing the bases for a
dynamic and totalizing interpretation of reality. In the process of successive
approximations of the real, which proposes the aforementioned method, we use
instrumental and research techniques, namely: exploratory, documentary and field
research, of a qualitative nature, since it allows us to broaden our researcher
experience / a around a given problem. The field research counted with the advisors
of the referidomunicipality through a semi-structured interview script. With regard to
the results, we see that the precariousness of social policies and the absence of
intersectoriality are evident elements in the working conditions of the counselors,
which reflects intensely in the confrontation of their actions and corroborates for the
non-effectiveness of their work facing the problems that involve children and
adolescents.
