Resumo:
The present study aims to analyze the impacts of the Bolsa Permanência Program
on the training of young people from the remaining community of quilombo Vaca
Morta in the municipality of Diamante-PB. We conducted a qualitative research, with
a semi-structured interview with 8 university students from the aforementioned
community who receive the scholarship permanence. We reflect on how this
affirmative action policy contributes to the inclusion of young blacks in university. To
support the analysis it was necessary to make a historical rescue of blacks and
blacks from the slavery process and their abolition, as well as the blacks were treated
by post-slavery society and state, listing issues of racism and discrimination, lack of
actions and policies public policies. In addition, we discuss the struggles of the black
movements for their rights, and the creation of quota policies and the Bolsa
Permanência Program as a reflection of these struggles, since the central point
addressed in the work is the access of the black to the university, and how the
politics of student assistance and quota policies have contributed to the insertion and
permanence of young blacks in universities and to guarantee, even in a minimalist
way, their right to have a professional education.
