Resumo:
This monograph aims to study the characteristics of law, jurisprudence and doctrine
of the procurement under Public Administration. Thus, this study will be based on the
Bidding Law, where he showed in the list of existing methods of procurement,
thereby ensuring the necessary legal foundation to the study most often about the
new bidding process, the electronic auction. Built into our legal system, Law
10.520/2002 brought to the bidding process more dynamic methods to then existing,
since the methods used were cumbersome bureaucratic obstacles to their front. In
this light the objective is to demonstrate the advantages of Electronic Trading in
Public Administration, which, besides making the bidding process faster, has brought
significant benefits to the Government, given that the competitive dynamics is the
very hallmark of bidding modality in question. It is worth highlighting the importance
of their speed and are expressed by proving cost-cutting, agility in the buying
process, increase the number of participants and, consequently, the possibility of
public administration choose the goods or services best suited to your needs .
However, in order to obtain the desired result, namely, to demonstrate the benefits of
Electronic Auction to the Government when contracting for goods or services, rental
property, or even acquisition of goods, it is essential to the study of bidding
procedures, addressing its guiding principles, its legal basis, its generalities and
particularities. Thus, the study will be made of the corresponding procedure, outlining
the arrangements are finally discuss in more detail the mode of Electronic Auction.
The primary objective of this work is to conduct a detailed study on the mode of the
electronic trading system, emphasizing the advantages of its use by the public.
