Resumo:
As for the sprouting of the basic human rights, during world-wide the historical process, if it
can certify that this lode in order to consecrate the respect to the dignity of the person human
being, and to hinder any arbitrary manifestation Been it, aiming at to the intellectual
construction it man and the full development of the personality human being. In this direction,
the present work had its development of the seated one in the idea of that the security appears
to the side of other rights as to the life, the freedom, the dignity as inherent a basic right the all
citizen, a basic right, however, ahead of the high index of violence and crime the effectiveness
of these and other basic rights has been flagrantly harmed. With main objective to make a new
boarding on the question of the national public Security guard, verifying the performance of
the diverse agencies that it charges itself, its problems and its advantages. The method chosen
for this study was the analytical description. In reading the current Great Letter was observed
that the Public Security is to have of the State, which will have to make through the agencies
of policies, but innovates the constitutional text when considering that this duty is also a
responsibility of all. However, what note is a crisis generalized in diverse sectors of the
society and the structures of the Public Power incapacitated to provide the population with
what it needs. The conclusions that if arrive are that it must the State be insurgir, through
public actions and politics, in the modernization of the current structure of the Public
Security, redirecting sectors of the armed policing in the prevention and in the control of the
violence and organized crime, elaborating plain and proposals for integration of you police
state and promoting the next police performance the community. So that if it can, to the end,
through the work in set, to return to the Brazilian people the honor and the pleasure that is to
live worthy inside of a society joust and exempts of the chaos.
