Gestão Pública e Participação Social: um estudo sobre o plano estratégico Campina Grande 2035.

Abstract

One of the most important points of intersection in the relationship between political agents and society is the public management, defined by Martins (2005) as the field of knowledge and work related to organizations, where their mission is of public interest or that its affects. Within this aspect, in 1988, with the promulgation of the Federal Constitution, social participation has played a fundamental role in strategic planning processes aimed at the development of public policies that will drive the target sector of the project for an established time, govern with established guidelines and goals. This study aims to analyze the participation of representatives of society in the planning and development of the Strategic Plan Campina Grande 2035, which aims at sustainable social and economic development of the city of Campina Grande- PB and surrounding cities. In order to meet the proposed objective, interviews were conducted with government representatives and important sectors of organized civil society and documentary research that provided the basis for the analysis process, allowing the detection of contradictions and tensions in relation to the mentioned planning, where some sectors of the society claimed not having participated in the Campina Grande 2035 Strategic Plan. Based on these divergences, it can be concluded that with regard to social participation, the plan that deals with development does not contemplate important social actors of society and, therefore, its effectiveness depends on the effective supervision of society in view which as mentioned management is carried out thinking social interests.
