Abstract:
Planning is the first function of the administrative process and consists of determining what the organization should do in the present to achieve a desired situation in the future. Strategic
planning is a form of organizational learning and when applied to cities it presents its conceptual
origin and its analytical and methodological tools in the business environment. Thus, the study
aims to understand how the use of Strategic Planning by the City of Sousa-PB occurs. The
methodology used was a field research, carried out through an exploratory and descriptive case study. The research subjects was the secretaries in charge of each secretariat in the city of Sousa
- PB. Data collection took place between June and July 2018 and was done through a structured questionnaire, with objective and subjective questions divided into three parts. The profile of the interviewees showed that the majority are male, married, with a higher level in areas related
to Law and Administration. It was noticed that the interviewees seek to develop a plan of action, always having the concern with the financial balance. However, popular participation through
public hearings is still being initiated. The secretaries also stressed that the well-planned and executed public budget, evaluating whether the guidelines and targets of the PPA are met ensures positive results for the population and the City Hall. It is concluded that the municipal
secretaries of Sousa-PB seek to improve themselves and know the context to which they are inserted, in addition to having a theoretical basis for the development of a good service in municipal management through practical and effective actions.
