In today's world, leadership is of the utmost importance for any organization that seeks to achieve success in its processes. From this, and with the accelerated growth and the appearance of great demands, the public administrations sought to adapt to a new reality to effectively meet the needs of the population. Thus, the public sector needed to adapt and understand the great importance of leadership in the structuring of public administration. In view of the great growth of the discussion, as well as its importance, this work had as objective to investigate the role of the leader in the City Hall of São Francisco-PB, in the perception of the led ones. In the theoretical foundation some important themes were approached as the leadership, its evolution and concept; the leadership process; the context of the Brazilian public administration; the new public management; the challenges in developing people in public management and the importance of leaders in public organizations. Regarding the methodology adopted, it is a field research and survey, adopting the case study as a research strategy, with exploratory and descriptive purpose, using the quantitative approach. The data of the 172 servers were collected by the questionnaire technique, prepared and integrated to this research, and analyzed based on thematic content analysis. The results of the survey indicated that leaders have played a key role in the smooth running of the organization through good leadership practices. In addition, the results of the quantitative analysis demonstrated that the leaders of the City Hall of São Francisco-PB possess sets of leadership characteristics such as knowing how to listen, being communicative and managing conflicts well.
