Resumen:
This work is about using the new form of bidding called electronic trading in the federal
government, which was established by the central government that through a formal
administrative process, transparent, competitive and rapidly to provide the lowest tender. The
question under consideration is whether the electronic trading in the federal government
emerged as a new form of bidding that has worked, with transparent procedures,
competitiveness, speed and above all procedural economy of expenditures for the
maintenance of public administration. Its main aim becomes clear to society that the use of
electronic trading on a preferential basis is very important for the federal government. We
used the method of literature that is based on fundamental reading, providing the researcher
the opportunity to analyze and interpret documents, magazines, websites, books, pictures,
statements, graphics and other media related to literary theme. The electronic trading is
regulated by specific rules, and the General Law on Tenders and Contracts Administration,
subsidiary application. The new bidding method may be used only for the purchase of
common goods and services and as a criterion when judging the lowest price, there is the
figure of the auctioneer to coordinate the work, aided by a support team that helps in the
ongoing process. Its particular procedure, inversion of the phases, the decision-making and
negotiation of the auctioneer, giving speed and efficiency to the process. Advertising in
national competitiveness and give more transparency to the process, which by means of
virtual bids and negotiations between the parties, the government provides a savings in
spending on maintenance of public administration at around 20 to 25 percent, impossible to
occur with the other bidding methods, where the proposals are written and hamstrung by the
inflexibility of the law.
