Résumé:
With the promulgation of the Brazilian constitution in 1988 consolidated various rights and
duties of citizens and institutions seeking a restructuring of the Brazilian state with the
primary objective of providing citizens the exercise of social rights, freedom, security, well
welfare, development, equality and justice seeking social harmony and internal and external
always seeking peaceful solutions to controversies. Faced with these standards the public
services established in this charter are in search of tools used in achieving the accepted
precepts of this paragraph in the body as well as meeting the text handed down in our
constitution, whose fundamental role is to regulate the day to day life society seeking to
balance individual interests and collective interests. In this context the present study we used
field research through the application of questionnaires to servers Alcides Carneiro University
Hospital, Federal University of Campina Grande, Campina Grande, located in the state of
Paraiba, questioning the quality of services health, care, to recognizing the results achieved
through the perception of compliance with the fundamental precepts of the existence of a
democratic state of law described in this summary.
