Resumen:
The bidding procedure is administrative disciplinary purchase of goods and services iwpublic
agencies, the Law No. 8.666/93 lists five auction ways: Competition, Taking the Price,
invitation, auction and tender. The need for greater swiftness and transparency in
government procurement, the Federal Government established the Divulgation, which can be
done in the presence of somebody or Electronic. This paper aims to demonstrate the
advantages and disadvantages of Electronic Divulgation for Public Administration and
Private Companies in Sousa City - PB. Solicitation widely discussed in current times, for the
reason that its easiness in implementation and economy of its application. Through the
electronic divulgation, the public agency can hire at any estimated value, goods and services
that are common to usual and trivial purchase, since they have characteristics found on the
market, but participants can follow step by step the bids offered, acceptance, empowerment,
resources, and improvements in its procedures. All in a single session. The Electronic
Divulgation is becoming the most often procedure used by managers in public procurement
of goods and services, when it aims to save time and save resources. The main advantages
offered are: reduction of costs, transparency, efficiency, speed, increased competition, finally
best opportunities for both contracts for the government and private companies participants
who prefer to participate floor to other electronic mode in bidding for at least three years,
Allowing a financial and growth, the increase in bank balance, in profits, even celebrating
contract with government and the long-term increase in sales made to the government. Since
some entrepreneurs consider disadvantageous to the floor electronic reason for the low
prices in the instrument prefixed call and increased competitiveness, according to them,
companies from other states offer better conditions of selling, which often makes it almost
impossible competition, leading to withdrawal some cases before the end of the floo.
