Planning should be seen as a fundamental element for the organization of the Municipality and
through its implementation instruments, some are described in constitutional matters. Thus,
planning is understood as one of the classic functions of the administration, being this
indispensable instrument to the municipal manager in the conduction of its government and of
the actions to be implemented in that scope. In this context, this paper deals with planning,
specifically in prefectures, and presents as objectives: to evaluate how the Planning function
has been used within the scope of the Municipalities of the Cajazeiras-PB Microregion.
Specifically, the work sought to: a) describe the organizational structures of City Halls; B)
identify, in the organizational structures of City Halls, the organ (s) directly involved with the
Planning function; C) specify the main processes, instruments and methodologies used to plan
the actions within the scope of the City Halls; D) to know the main actors involved and their
perceptions about the Planning function in City Halls. The research was qualitative, of the
exploratory and descriptive type and was still characterized as field and documentary. The main
results show that most of the prefectures of the Cajazeiras-PB micro-region do not yet recognize
planning, as the main tool to think about a good organizational performance, since of the 15
City halls of the researched context, only two of them have a Planning department defined in
its organizational structure. As results, it was verified that, although they have a Planning
Secretariat, it does not imply that the planning function is being used as proposed by the authors
of the area.
