Resumen:
The term Management Transfer is understood as the process of delegation of authority and
responsibility of irrigation government agencies related entities to the private sector,
especially associations of producer water users. Thus, this study aimed to describe the
process of Management Transfer of the Public Irrigation Perimeter to the Distrito de Irrigação
do Perímetro Irrigado Várzeas de Sousa – DPIVAS1
and the problems faced by the current
management. Concerning to the objectives, the research is classified as exploratory and
descriptive. In relation to the procedures, it is constituted as documentary and field research.
In respect of nature, it is classified as qualitative. Initially, a review of the literature was held/
carried out in search of the published works (articles, dissertations, theses), besides the
consultations in books from the administration of the irrigation in Brazil until the phase of
Management Transfer of the Irrigated Public Perimeters. In order to do a survey about the
perception of the irrigators about the transfer of management and to identify the problems
faced by the current management of the DPIVAS, an interview was applied in the form of a
focal group with the current advisors of Perimeter management. The data analysis showed
that, although Irrigated Perimeter Várzeas de Sousa has passed for the process of
emancipation, it does not have total autonomy in the management of the District and that the
referred perimeter still faces serious problems due to the processing delays and authorizations
along with the Federal and State Governments, such as problems related to the lack of
maintenance of the water distribution trough, lack of titles to land ownership and bidding
problems, among others.
