Resumo:
This work proposes to create a methodology composed of public management indicators, which is capable to evaluate the performance of the cities in respect to government functions. Therefore, this classification of methodology research will be classified concerning to their nature, depending on the type of specific work, as the goals, research and descriptive, regarding the procedures, bibliography, documentary and as to the quantitative approach. The regional division and the empirical application of this case have been provided in ten cities with more than 50.000 inhabitants in the State of Paraíba (Bayeux, Cabedelo, Cajazeiras, Campina Grande, Guarabira, João Pessoa, Patos, Santa Rita, Sapé e Sousa). The assessment of the results obtained, overall, retract through the indexes found and analyzed, that the overall average allocation of public resources in the main features of the government (municipal competence) in the years 2014, 2015 and 2016 were 0,2624 indicate an alert state, on the part of the local municipal public management according to this classification and representation of those indexes with regard to allocation resources in the per capita government functions. Classification is better and more detailed in the findings of this present work. It shows that the municipal managers of the cities examined need to review their strategic actions in order to provide the needs and concerns to society in an attempt for the enhancing of the population life’s quality.
