Resumo:
The budget participant is a tool of democratization of the budgetary process, that can
be applied in any area or municipal district for providing an adaptation according to
the peculiarity of each place. In that way this work has the objective of presenting a
study of in case about the accomplishment of the budget participant in the municipal
district of Pombal giving evidence to the chapter IV that's about the insertion and of
the experience, focusing every foundation process and accomplishment of the
popular participation in the municipal district. In that sense, the legislation
contemplates the importance of a democratic planning. The Federal Constitution in
its article XII, of the art. 29 establish that the municipal planning should have the
popular participation through the cooperatives and associations deciding about the
politicize and the application of the public resources. The central theme of this Study
of Case has the purpose of presenting the importance of budget Participant's
experience like form of innovation of the public administration of the municipal district
of Pombal. With the accomplishment of that research it was possible to observe that
the population of the municipal district of Pombal accepted the summons to
participate of budget participant in a positive way, where received several benefits
improving the quality of life of the population and waking up a desire to participate
more and more of the public administration.
