This study CPU installed examine modalities bid being adopted by public bodies, in
particular those of the Town Hall of St. Benedict - PB, seeking to submit bidding
procedures performed in the year 2009. Monthly through 03 plots the Federal
Government passes the Fund for the participation of Municipalities (FPM), the State
Government also makes pass-through tax movement of goods and services (ICMS),
plus other contributions trickle down by the Federal Government, still the service fees
and other charges raised by prefecture, cause an amount for the payment of
employees and the application for making improvements to society. Distribute these
sums is hoping people, so that its allocation is performed lawfully, for people who need
it most. So what if sought to present this work was: bidding processes for the year 2009
in the municipality of Sao Bento - PB were applied as determines the law bid? To this
end were esmiucados all documents that are part of the processes in order to verify
that the correct application of the law and its subsequent amendments. First there was
the content of the subject, its principles, their methods, their types, then a classification
of procedures performed in the year 2009, in order to get the economy reached each
modality, but also sought to analyse the average percentage of features that are no
longer out of public coffers.
Of the 58 modalities presented, 09 procedures have been developed in the modality of
auctions, 04 decision-making procedures, price 35 modalities invitations, 03 07 layoffs
bidding and enforceability processes. Thus it became evident that the mode of trading
was the most presented cost-effectively more favourable public administration in the
year 2009. The percentage of savings achieved was 7.33%, i.e. r $ 211,299.76 this in a
universe of 09 processes carried out, while in the modality of invitation produced 35
processes, but its economy have been implemented to a total of 6.62% totaling r $
133,967.50. Noting there is a difference of r $ 77,332.26, or 0.71% savings. On these
values, the Administration should have done for other methods of bid, instead of the
mode of invitation, since here demonstrated that a difference of 26 processes of
invitation, the trading mode with only nine processes, reached a goal larger than other
methods.
