Resumen:
The monograph presented addresses the importance of ethics in the dislocation of the service
public. This time, the following general objective had been woven: bringing the consequences
disrespect for ethics in public service. Aiming to give effectiveness to this intention
specific objectives were established, namely: to define historical rescue
to better understand ethics, checking the origins of their studies; mention the
understood by the majority doctrine by ethics and by public sector; enumerate the existence (or absence) of specific legislation that addresses the issue of ethics in the public sector. Regarding the methodology used, it has to be that how much to the problem the research had qualitative character and how much the objectives outlined the study can be characterized as descriptive and exploratory. The study became viable through bibliographic research; regarding technical procedures for data collection, content analysis was the rule. The 'ethics' theme brings with it a great deal of unease, especially when studying the approach of Public Administration. This is because there is a tendency of immediate association with corruption. extortion, inefficiency, bureaucracy, slowness, injustice, etc., discrediting the study in this regard. The lack of ethics in the public service has generated great dissatisfaction on the part of the Brazilian society that - either through the media, or through various protests - has been criticizing the administration of the Brazilian State as a whole, In this sense, and the undeniable assertion that contemporary society. in the name of legal certainty, it has sought to standardize as much as possible the conduct of interpersonal relationships. And so, it also tries to standardize notions previously unimaginable, like ethics. Public service ethics has been standardized since CF / 88 to specific codes. Art. 16 of Law No. 8,112 / 90 outlines, in a non-exhaustive role, the duties of the server. On the other hand, item XV of Law no. 1.171 / 94 traces the seals. It is necessary to keep in mind that the ethical act in the public service and the best way to develop the activity entrusted to the civil servant in view of his professional condition, the certainty that he manages common goods and that ordinary citizens are endowed with rights and duties. Thus, the losses arising from immoral and dishonest attitudes go beyond the financial loss. Certainly, corruption has already spread a great deal of national patrimony, yet the damage to the nation's credibility is almost irreparable.
